Yes. A mil-spec bolt carrier group and charging handle are both included.
What stock and lower parts kit come with this kit?
A 6-position mil-spec stock and a mil-spec lower parts kit are both included.
Is the 80% lower receiver a regulated firearm?
No. An 80% lower is not a firearm under federal law and does not require an FFL transfer. You will need to finish machining it before assembly.
